Italian Development Cooperation operates in fragile contexts and humanitarian crises caused by conflict, violence, natural disasters, climate change, and extreme poverty. In such environments, disasters exacerbate humanitarian needs while reinforcing the underlying drivers of economic, social, political, and institutional fragility.

The AICS Hanoi Office works in a regional context marked by complex and interconnected crises, with a particular focus on Myanmar, Bangladesh, and Cambodia.

In Myanmar, the protracted conflict between the military junta and opposition forces has triggered unprecedented levels of displacement, giving rise to one of the world’s most severe humanitarian crises. Nearly one-third of the population requires humanitarian assistance, particularly in the areas of food security, protection, and health. The situation has been further aggravated by the March 2025 earthquake and by the spread of transnational phenomena such as human trafficking, exploitation, and serious human rights violations.

Just days after the earthquake, the AICS Hanoi Office launched a Call for Proposals addressed to Civil Society Organizations to finance multisectoral humanitarian response and early recovery interventions targeting the most vulnerable populations, with particular attention to the areas most severely affected.

Italian Development Cooperation also supports the Myanmar Humanitarian Fund (MHF), managed by the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), which delivers life-saving assistance, including in some of the country’s most remote and hard-to-reach areas.

The consequences of the Myanmar crisis extend into Bangladesh, which hosts more than one million Rohingya refugees who have fled neighboring Myanmar and continue to live in conditions of extreme vulnerability. Refugee communities face food insecurity, climate-related risks, and gender-based violence within the context of chronic underfunding of the humanitarian response. Since 2018, Italian Development Cooperation has supported the Rohingya crisis response through voluntary contributions to United Nations agencies, financing multisectoral assistance programs benefiting both refugees and host communities, while promoting inclusion and social cohesion.

In Cambodia, the widespread presence of anti-personnel landmines and explosive remnants of war continues to pose a serious threat to human security and remains a significant obstacle to socioeconomic development, limiting access to agricultural land and natural resources. To contribute to the national goal of becoming a mine-free country by 2030, Italian Development Cooperation supported the “Clearing for Results” project in 2025. Implemented by UNDP in partnership with the Cambodian Mine Action and Victim Assistance Authority (CMAA), the initiative aims to accelerate mine clearance activities and promote safe and sustainable development.
