Hanoi – The Italian Agency for Development Cooperation (AICS) in Hanoi organized the two‑day training session “Capacity Building for Project Management Units under the Italy–Vietnam Debt‑for‑Development Swap Programme”, held in the capital on 14–15 April 2026.
The training is part of AICS’s technical assistance to the Italy–Vietnam Debt‑for‑Development Swap Programme. The debt swap operation has a value of EUR 7.6 million and aims to support Vietnam’s climate agenda. Under the programme, five development projects were jointly identified by AICS Hanoi and the Ministry of Finance (MOF) to address climate‑related priorities at the local level.
Following a needs‑assessment survey conducted among the five Project Management Units (PMUs), AICS Hanoi identified a strong demand for institutional capacity building, particularly in procurement procedures, project management, and data management. In response, AICS launched a structured series of training activities to strengthen implementation capacity and support effective management of the selected projects.
The first training session focused on procurement procedures in line with the most recent Vietnamese regulations. The workshop brought together 25 participants from PMUs operating in Quang Tri, Da Nang, and Quang Ngai provinces in Central Vietnam.
Highlighting the relevance of the initiative, Ms. Dao Thi Huyen, Deputy Head of Division at the Department of Agriculture and Environment of Quang Tri Province, stated:
“This workshop is very useful for project management units. Our staff clearly recognize the importance of this training, especially as we are currently in the procurement phase of the project. The knowledge gained is not only beneficial for this project, but also applicable to others implemented by the Department.”
Reaffirming Italy’s long‑standing commitment to development cooperation with Vietnam, Margherita Lulli, Head of Development Cooperation at AICS Hanoi, underlined the value of the Debt‑for‑Development Swap Programme as a model of shared responsibility:
“These capacity‑building sessions reaffirm the commitment of AICS and Italian Cooperation to supporting the implementation of the Debt Swap Programme through continuous monitoring and direct technical assistance, based on a close and trust‑based partnership with all institutions involved.”
The next training session is scheduled to take place in Da Nang in July 2026 and will focus on project management and data management, continuing efforts to enhance institutional capacity and ensure effective implementation under the Vietnam–Italy Debt‑for‑Development Swap Programme.
